Answer:  yes, it has a hole for the tail. this item is well made and you and your pet will love it. 

Question: How much weight does it hold
Answer: I'm not sure of the maximum weight limit, but my do weighs 8 pounds, and he needs a size medium. My guess is that probably no more than 20 pounds? 

Question: Can you crisscross the straps in the back?
Answer: Yes. My granddaughter uses it that way. I use it the other way
